Why verify an email address before cold email?

Because a bounce costs more than the email. Mail providers watch how often a sending domain hits addresses that do not exist, and a hard bounce rate above a few percent is one of the fastest ways into the spam folder. How does an email verifier check an address for cold email?

It checks the address is written correctly, that the domain has mail servers, and then asks the mail server whether that mailbox exists, without sending anything. It also checks whether the domain accepts every address (catch-all), whether the address is a shared inbox such as info@, and whether it comes from a throwaway inbox service.

What does catch-all mean in an email verifier?

The domain accepts mail for any address, so asking the server proves nothing: dana@ and made-up-name@ both look real. No verifier can confirm a catch-all address with certainty.
